Chucking this in here since we don't have a 'general' historical tab nor a reviews tab. One of the many, many blogs I frequent flagged this up recently, and it looked excellent. Random command and control, no casualty removal, only base sizes matter not the number of men per base etc. I picked the rulebook up from LULU for just £14 and had a read through, it really is, utterly, excellent. This can be used from 6mm to 54mm from pre-classical ancients to the late medieval/early renaissance period. From the provided appendixes I've even managed some rather basic first attempts at modelling ECW pike/musket mixed units, Heavy Foot - Armoured - Pike - Firearms. Add up the stats to make your unit and off you go, no army lists needed. This looks like it'll be my ruleset of choice for anything looking at melee. I'm thinking 6mm ECW, as I can do two armies for £60 and put on a very decent sized game.
